GET INFORMATION ON THE BIGGERT - WATERS FLOOD INSURANCE ACT

Flood Maps

  • FEMA announced a new way to asses flood risk, called Risk Rating 2.0. This proposal would change the risk of a home flooding based on previous claims, not flood maps. This is the rating system the private market uses. Risk Rating 2.0 would be extremely beneficial to the beach communities and a majority of Pinellas County considering most properties have not flooded or filed a claim in 50 years or more. Unfortunately, areas like Old Northeast St. Pete would be hit hard considering those properties have repetitive claims.
  • However, FEMA announced Risk Rating 2.0 will be delayed one year. Implementation will now occur 10/1/21, as opposed to 10/1/2020. For more information on the delay, you can find FEMA’s statement. According to FEMA, the extension will allow for all policies – commercial, as well as residential – to change over to the new system.
  • FEMA has said that the new rating system will deliver rates that better reflect a property’s unique flood risk, modernizing the rating methodology and incorporating industry technology with the NFIP’s mapping data.
National Flood Insurance Program
  • The National Flood Insurance Program (NFIP) was set to expire June 14th.  Congress passed its 13th extension, carrying it through November 21, 2019. The end goal is to have flood insurance reform including a long-term reauthorization this summer.
  • Congresswoman Castor introduced legislation that made it through committee and is projected to be heard on the house floor by the end of June. Our representatives in the House support this legislation. The Senate does not look at the legislation unless is passes the House. If it passes the House, they will review the legislation and issue a stance on the legislation. Here is the summary of the bill. Here is the Full bill text.
  • Florida pays 17% of premiums nationwide, however, only 5% is returned to the state.
